Bouquet cake how to make

I would really like to make a standing flower bouquet cake just like what i have attached in the photo.
I was thinking the cake be the base with wired flower but I'm not sure how to go about the plastic Wrap part (pink in the photo). I thought about rice paper but I want the ruffled look to it.
Any advice would be appreciated

For the ruffled pink wrap, try using fondant or gum paste instead of rice paper. Roll it thin, cut into ruffle shapes, and layer them on the cake. Tint the fondant pink and use a ruffle tool to add texture. Attach the ruffles with edible glue or water, and then add your wired flowers on top. This should give you the soft, ruffled look you're aiming for!
