Digestive Biscuits

I use the following recipe for making digestive biscuits.
472g Wholewheat flour
2tsp Baking powder
1tsp Salt
230g Butter
140g Milk.
I bake for 30min at 165ºC
The biscuits are slightly brittle and I would like them to be a bit softer. Should I amend the recipe or the baking period?
