Troubleshooting Hungarian Walnut Cookies Recipe

I found this recipe in my Grandmother's old things. It doesn't seem to work? I think it's missing flour. Any ideas?

Hungarian walnut cookies

1lb. Walnuts ground
1 cup fine granulated sugar
1 tsp. fresh lemon juice
Zest of one lemon
4 egg whites
3/4 cup icing sugar

Mix walnuts (ground) and granulated sugar. Add lemon juice, zest and 3 egg whites. Knead until mixture sticks together. Pat out on sugared board to rectangle 3 inches wide and 1/2 inch thick. Beat remaining egg white stiff and gradually add in icing sugar. Spread over walnut mixture. Cut into strips 1 1/2 x 3/4 inch. Arrange cookies in a row on well-greased cookie sheets. Bake in pre-heated oven (200F) for 20 minutes. I tend to bake this for at least 30 minutes and leave strips in the shut off oven until they are stiff to the touch.

There are many recipes out there for "cookies" that don't use flour. Ground nuts are used instead.

One of my favorite "cookies" called a Chocolate Chewie, does not have any flour in it at all.
