Please tell me if this was painted on buttercream or fondant and what was used to create this watercolour effect, gel food mixed with alcohol or edible paint or coloured buttercream?

Given the blurring I would say it's painted wafer paper or sugar sheet.

my boss could do that directly on pastillage with watercolor but he was a real artist, attended art school in Paris.

The rest of us can use an edible printer.
