My Popovers wont pop!!!

I’ve tried absolutely everything to get my popovers to rise. I made sure my eggs were room temperature. My milk was lukewarm and I’ve even made sure my oven is exactly at 450° for 20 minutes and then 350° for another 20. I got a pop over pan and everything I should be doing and my popovers should pop but they’re not. I’ve tried six different recipes 7 times and I can’t get them to rise. Please someone help me. Thanks in advance for any assistance.

equal parts by volume, cup of milk , cup of egg and cup of flour. salt.
all cold, thats how i do it.

450f, get the pan or mold smokin hot, add tbsp oil and heat the mold again , add the batter and get it in the oven fast as you can.
bake at 450, not 350.

i make big ones for beef stew.
