Rotating device for carousel cake

I want to make a cake with a rotating carousel topper. I have found several carousel cakes on Instagram, but I particular like this one: https://www.instagram.com/p/DJJaqiFzBnf/
I like the way the carousel rotates from the top instead of the bottom. I asked the cake artist what she used and she said she used a machine that has a center rod in it that connects to the top. I did not follow up and ask her the name of it because I feel like if she knew, she would have told me. I have no idea what this is. Does anyone know? I had considered using a rotating jewelry stand, but I am worried that since it would rotate from the bottom, it might not rotate if I put too much weight on it. Thank you.

I don't know how they did it but I know I could cobble one together without too much trouble.
Put a battery carousel inside a cake stand, insert a rod into the spinning plate through the cake, 1/2 dowel would work, you just need a way to fix the rod to the plate that holds alignment and can be taken apart.
