Can someone with experience tell me what is the best temperature for chocolate that has been melted and spread on a surface in order to scrape up curls (it was hard for me to measure but I think it is somewhere between 59 an 66 deg F) ?

I go by touch and the best way to learn when it feels right is by doing it repeatedly until you got it.
Melt to 100F and pour out, spread and watch, it will reach the plastic stage quickly in a cool kitchen.
You can see the gloss disappear as it begins to set, but it remains plastic for a minute, work fast when its in that state.
