How to Fix Slow Baking Oven Without Spending Too Much

I am having a real problem with my oven and am hoping some of you may have some advice on how I can fix this without it costing an arm and a leg. I will put cookies into the oven and normally they would take about 10 minutes at most to bake. Now when I bake them it takes twice as long to get them done. Could the temperature gauge be going on the oven and if so how could I test this?
