Baking in the Netherlands

Hi guys! So I am finally in the Netherlands :) I've some doubts though... the city I live in is -4 under the level of the sea, the other cityi were I lived was 1,400+ OVER the level of the sea. I was wondering.... what kind of change should I do to my recipes? I tried making flour tortillas the other day (not baking, I know,, but it does involve flour and cooking), and they didn't turn out the way they should (they were kinda hard and not very elastic).

The recipe is very simple: flour, oil and water. Maybe I'm not doing something right? Maybe less oil? Less water? or add baking powder? Don't wanna imagine what will happen when I need to bake a cake...
