I have a request for an icing drizzle for a wafer cookie. It is required that it stick to the cookie and not fall off in its processing or bulk packaging.

water icing tends to dry and fall off, is that the problem?
For smaller batch in house you can use milk in the icing, for wholesale you ought to go with a safer commercial option.

buy some dri-fond and use instead of powdered sugar.
Its dried , granulated fondant, just add warm water to reconstitute.
google dri-fond, comes in 50 lb bags or smaller bags on amazon, your bakery supply house should have it.

Thank you for your reply! I work at the manufacturing level.. so the cost would be an issue. The project is no longer moving forward.

To make sure your icing sticks to wafer cookies and doesn’t fall off, use a thicker icing by mixing powdered sugar with a bit of milk or water. Adding a small amount of corn syrup can also improve adhesion. Chill the cookies before icing and apply a light, even coat. Let them set completely in a cool, dry place to firm up. Testing with a small batch first is always a good idea.
