I haven't experimented much with candy in cookies, but m&m's seem to stay pretty much intact.

Altoids
Peanut Brittle
Hard Toffee
Atomic Fireballs
Jawbreakers
Sugar Crystal

And if you aren't baking the cookie very long, sometimes Jolly Ranchers won't melt too badly.

Pretty much any kind of hard sugar candy shouldn't melt in a cookie, as cookies only bake for a few minutes, and most hard sugar candies have to be above 300 degrees for over 20 minutes or more before they start to melt.
